Protocol - Local Tobacco Control Public Policies

Add to My Toolkit
Description

This protocol uses tobacco control legislative data from the American Nonsmokers’ Rights Foundation’s (ANRF’s) U.S. Tobacco Control Laws Database, a standardized system and national collection of local ordinances and board of health regulations containing provisions on clean indoor air, restrictions on youth access to tobacco, tobacco sales and distribution restrictions, tobacco advertising and promotion restrictions, tobacco excise taxes, and conditional use permits.

Specific Instructions

Current drop-down menus containing maps and/or lists are available for Smokefree Workplaces; Smokefree Housing; Electronic Cigarettes; Smokefree Colleges, Hospitals, Airports & More; Smokefree Outdoor Areas; and T21/Flavors/Sale Restrictions, and Marijuana.

Customized data runs using the ANRF datasets can be purchased. Interested parties are encouraged to read the following pdf (https://no-smoke.org/wp-content/uploads/pdf/ANR-Foundation-Tobacco-Related-Laws-Database.pdf) and to contact ANRF for additional information thorough the following portal on their website (https://no-smoke.org/about-us/contact-us/).

In addition, the WG recommends that investigators consider clearly defining "tobacco products" by noting whether that definition includes or excludes certain types of related products based on these criteria: products that are intended for human consumption; made or derived from tobacco; typically contain nicotine, but sometimes do not; and are not Food and Drug Administration-approved tobacco-cessation products.

The Tobacco Regulatory Research Content Expert Panel suggests investigators consider nicotine as derived from any source, including both natural and synthetic, when administering this protocol.

Selection Rationale

Tobacco use is the single leading cause of preventable deaths and disease in the United States. Extensive evidence demonstrates the effectiveness of various tobacco control policies in reducing tobacco use. In many jurisdictions, local tobacco control policies are stronger and/or more comprehensive than state policies.
